Confidentiality & Being Found Out

Who can see your case record, what happens to someone who leaks it, and how a VAWC case's confidentiality (RA 9262 §44, with a criminal penalty) compares to a workplace harassment complaint's (RA 11313 §17(c)(7), a best-efforts standard with no stated penalty).

Is a workplace sexual harassment complaint kept as private as a VAWC case?

No — it's a weaker guarantee. RA 11313 §17(c)(7) promises confidentiality for a workplace complaint only "to the greatest extent possible," a best-efforts standard with no stated penalty for a breach. RA 9262 §44 is stronger: it makes VAWC case records confidential and penalizes a breach with up to 1 year imprisonment and a fine of up to ₱500,000. Don't treat the two as equivalent.
