Short answer

Legally, the BPO's protection has already lapsed on day 16 — RA 9262 §14 gives a Barangay Protection Order exactly 15 days, and it doesn't extend itself. The way to have protection in place on day 16 is to already have applied for a TPO from the court (§15 — issued the same day you file, ex parte, lasting 30 days) or, further along, a PPO (§16 — issued after notice and hearing, lasting until a court revokes it). File for the TPO before the BPO runs out, not after.

If I never applied for a TPO, is there still something I can do on day 16?

You can still file for a TPO (30 days) or PPO (until revoked by a court) at that point — §15/§16 don't require you to have filed earlier. But nothing in the register describes protection continuing automatically in the gap between a BPO expiring and a new order taking effect, which is exactly why applying before day 15 is the safer sequence.

Is a TPO issued the same way as a BPO — same day, without hearing him first?

Yes for issuance — §15 has the court issue a TPO on the date of filing, ex parte, same as the BPO. What differs is who issues it (the court, not the Punong Barangay) and how long it lasts (30 days, not the BPO's 15).

Does the PPO pick up automatically once the TPO ends?

No — §16 says a PPO is issued only after notice and hearing, a different and longer process than the ex parte TPO. It isn't described as automatic; it's a separate order, lasting until a court revokes it, that you apply for on its own.
