Short answer
Filing a complaint with a regulator is generally free: BSP's Consumer Assistance Mechanism, NPC complaints, and DTI mediation charge no filing fee. Court cases are different โ docket and filing fees are set by Rule 141 (Legal Fees) of the Rules of Court and scale with the amount of the claim, so a larger claim costs more to file. If you are an indigent litigant, you may be exempted from these fees under Rule 141 and Rule 3, Section 21 upon proof of your income and property.

How much are small claims filing fees?
