Yes — the Public Attorney's Office (PAO) provides free legal representation to indigent clients. Under the 2021 Revised PAO Operations Manual, the net monthly income ceilings are ₱24,000 in Metro Manila (NCR), ₱22,000 in other cities, and ₱20,000 elsewhere, together with a real-property caveat (roughly ₱300,000 assessed value) that excludes the family home you live in. You prove eligibility with an Affidavit of Indigency and supporting documents; the PAO office makes the final determination.

Does owning a house disqualify me?
