What must a valid pawn ticket contain?

Short answer

Presidential Decree No. 114 §12 requires the pawnshop to deliver you a signed ticket carrying the substance of the record it must keep in its memorandum book under §11 — but excluding the physical description of you as the pawner. That memorandum record (§11) includes an accurate account and description of the pawned article, the amount of money loaned, the date of the pawn, the rate of interest, and the pawner's name and residence, written in Pilipino or English with a translation in the local dialect. The pawnshop cannot charge you any fee for the ticket (§12). Keep the ticket safe — it is your proof of the loan, the item, and the interest rate, and it evidences your redemption right.

What details must be on the ticket?

Per PD 114 §§11–12: a description of the pawned article, the amount loaned, the date of the pawn, the rate of interest, and the pawner's name and residence — the substance of the pawnshop's memorandum record, minus the physical description of you. It must be signed by the pawnbroker.

Can the pawnshop charge me for the ticket?

No. PD 114 §12 says no compensation of any kind may be received by a pawnbroker for the ticket. Any 'ticket fee' is improper.

What if the interest rate isn't written on the ticket?

The rate must be recorded (PD 114 §11) and the Truth in Lending Act (RA 3765) independently requires the finance charges to be disclosed to you in writing before the transaction. A ticket that hides the rate is itself evidence of a disclosure violation you can raise with the BSP.
