Appraisal is largely the pawnshop's judgment, and PD 114 does not guarantee a market-rate or 'fair' appraisal, so a low offer alone is not illegal. What the law gives you is transparency and choice: PD 114 ยง9 sets a floor (the loan may not be less than 30% of the appraised value), and the appraised value plus every charge must be disclosed on your ticket (ยง12; RA 3765). Your real leverage is to decline and compare โ appraisals differ across M Lhuillier, Cebuana Lhuillier, Palawan, and Villarica. If a branch misrepresented your item's grade (for example, calling genuine gold fake to lowball you) or breached the disclosure rules, that crosses into a BSP complaint rather than mere pricing.

Is a low appraisal illegal?

When does a low appraisal become a violation?
