Can borrowers file a group or coordinated complaint against a lending app?

Last updated: 2026-07-12 ยท Educational content; not legal advice.

Short answer

Yes. Nothing stops many borrowers who suffered the same abusive app from filing together or submitting separate affidavit-complaints about the same entity, and a volume of consistent complaints is a documented trigger for SEC advisories, Cease and Desist Orders, and revocations under RA 9474, SEC MC 18 (2019), and SEC MC 19 (2019). This is an administrative process, not a court class action, so each complainant should still set out their own facts, amounts, and evidence โ€” but coordinating means the regulator sees the pattern, not just one voice. Group filings can also be echoed to the NPC for the shared contact-scraping and to Google Play for the app itself.

Frequently asked

Is this a class action lawsuit?

Not in the court sense. An SEC complaint is an administrative process, so a 'group complaint' really means many borrowers filing about the same app together or in parallel. Each person still states their own facts and evidence, but the regulator sees the shared pattern.

Does filing as a group make the SEC act faster?

A volume of consistent complaints about one app is a documented basis for SEC advisories, Cease and Desist Orders, and revocations. There is no guaranteed timeline, but a pattern is harder to ignore than a single report.

Can we also report the app elsewhere together?

Yes. The same group can report the shared contact-scraping to the NPC under RA 10173 and flag the app to Google Play or the App Store, in addition to the SEC filing.
