How many neighbours does it take to file if I don't want to be the one who files?

Short answer

It takes at least two. RA 9262 §9(h) lets at least two concerned responsible citizens of the city or municipality where the violence occurred file a VAWC protection-order petition — you do not have to be the one who files, and neither of the two has to be a relative.

Do the two neighbours have to be from my exact barangay?

The statute says the same city or municipality where the violence occurred, not the same barangay specifically — RA 9262 §9(h).

Does filing together as two neighbours make it legally safer for us?

It changes who carries the filing, not the legal exposure — RA 9262 has no statutory good-faith reporter immunity, so filing does not shield either of you from a retaliatory suit. Filing with a second citizen means neither of you is the sole named filer, which is the practical point of the route.

If it's a child instead of an adult, is the number still two?

No — RA 7610 §27(g), the child-abuse statute, sets a different threshold of three concerned responsible citizens. Do not use the RA 9262 number for a child case.
