Short answer
Yes — a neighbour can file a VAWC protection-order petition on your behalf, but not alone. RA 9262 §9(h) lets at least two concerned responsible citizens of the city or municipality where the violence occurred file the petition, as long as each has personal knowledge of the offense. Is a neighbour protected from a lawsuit if they file this for me?
No. RA 9262 contains no statutory good-faith reporter immunity, so a neighbour who files is not shielded from a retaliatory suit. Filing with a second citizen puts them in a group rather than reporting alone, but it does not remove that legal exposure.
Does it have to be exactly two neighbours, or can more file together?
At least two — RA 9262 §9(h) sets two as the floor, not a cap. Any number of concerned citizens with personal knowledge of the offense may join the petition.
Does this count as reporting a crime to the police?
No — a §9(h) petition asks a court, or a barangay for a BPO, for a protection order, which is a civil remedy. Reporting the abuse as a crime to the police is a separate process; RA 9262 §9 governs the petition route only.
