How do I get a PWD ID, and what benefits does it give beyond the discount?

Last updated: 2026-07-12 · Educational content; not legal advice.

Short answer

The PWD ID is issued by your city or municipality — typically the Persons with Disability Affairs Office (PDAO), mayor's office, or local health office — under RA 7277 (Magna Carta for Persons with Disability) as amended by RA 9442 and RA 10754. You submit an application form with proof of disability (usually a medical certificate from a licensed physician) plus proof of residency; the ID is issued free of charge. Beyond the 20% discount and VAT exemption, the ID supports benefits such as express lanes in government and commercial establishments, educational and health assistance, and priority in certain government programs.

Frequently asked

Where do I apply for a PWD ID?

At your city or municipal Persons with Disability Affairs Office (PDAO), or the mayor's/health office if there is no PDAO. Some areas also process applications through NCDA-registered channels. Bring the application form, a medical certificate confirming the disability, and proof of residency.

Does the PWD ID cost anything?

No. The PWD ID is issued free of charge. Under the anti-red-tape rules (RA 11032), a government office cannot charge an unofficial 'processing' fee or route you through a fixer for an ID you are entitled to.

What benefits does the ID unlock besides the 20% discount?

Beyond the 20% discount and VAT exemption on covered goods and services, the law supports privileges such as express/priority lanes, educational assistance and scholarships, and access to health and rehabilitation programs. The discount itself is covered in the linked Healthcare answer.
