Are senior citizen, PWD, and solo-parent IDs free — and what if a fixer asks for a fee?

Short answer
Yes — these welfare IDs are issued free of charge. RA 9994 (Section 6) expressly directs OSCA to issue the senior citizen ID free of charge; the PWD ID and Solo Parent ID are likewise issued at no cost by the local office. On top of that, RA 11032 (Ease of Doing Business and Efficient Government Service Delivery Act of 2018) prohibits fixers and unofficial fees and requires agencies to publish their official fees and processing times. If someone demands a 'processing', 'rush', or 'facilitation' fee for one of these IDs, that is a fixer arrangement — you can refuse and report it.

Frequently asked
Is the senior citizen ID really free?
Yes. RA 9994 Section 6 directs OSCA to issue the national senior citizen ID free of charge. The PWD ID and Solo Parent ID are likewise issued at no cost by the local issuing office.
What does the anti-fixer law say?
RA 11032 (2018) prohibits fixers and unofficial fees, requires each agency to publish its Citizen's Charter listing official fees and processing times, and sets penalties for red tape. You should never be charged an off-the-books fee for a free ID.
Where do I report a fixer or an illegal fee?
Report to the Anti-Red Tape Authority (ARTA), which enforces RA 11032, and to the head of the office involved. Keep any receipt, message, or name — evidence strengthens the complaint.
