No. A person with disability is entitled to at least a 20% discount and exemption from VAT on the purchase of medicines in all drugstores, on medical and dental services including diagnostic and laboratory fees (such as x-rays, CT scans and blood tests) and the professional fees of attending doctors, in both government and private hospitals. The VAT exemption was added by RA 10754 (2016), which amended the Magna Carta for Persons with Disability (RA 7277); the discount itself was granted through RA 9442. You claim it by presenting the PWD ID issued by your city or municipal mayor, the PDAO, or the barangay. Refusing it is punished under RA 9442 ยง46 by a โฑ50,000โโฑ100,000 fine or 6 months to 2 years imprisonment, or both, on a first offense.
