Hospital counter card — your rights if you can't pay

HINDI KA PWEDENG PIGILIN NG OSPITAL DAHIL SA HINDI BAYAD NA BILL.

A hospital may not detain you for an unpaid bill. RA 9439 §1

HINDI SAKOP: mga pasyenteng nasa PRIVATE ROOM.

Exception — patients who stayed in a private room are not covered. RA 9439 §2, proviso

Gumaling ka o na-discharge — DAPAT KANG PAYAGANG UMALIS sa pagpirma ng promissory note (mortgage o co-maker). RA 9439 §2

Ang PARUSA ay sa OPISYAL/EMPLEYADONG humarang sa pagpapalabas mo — HINDI sa buong ospital.

₱20,000–₱50,000 na multa, o 1–6 buwang bilanggo, o pareho.

On the responsible officer/employee, not the hospital. RA 9439 §3

Namatay ang pasyente? Ibibigay ang DEATH CERTIFICATE at mga papeles sa sinumang kamag-anak na humihiling — walang kailangang pirmahang promissory note.

For a deceased patient: death certificate and interment documents go to any surviving relative who asks, no promissory note required. A living, discharged patient may also demand the medical certificate and other pertinent papers — the note above is secured by a mortgage or a co-maker, jointly and severally liable. RA 9439 §2

Sa EMERGENCY, hindi ka dapat hingan ng DEPOSIT bago ka gamutin.

In an emergency, a hospital may not require a deposit before treating you. RA 10932 §3

Pagkatapos ka ma-stabilize, pwede kang i-transfer — pero hindi nito binubura ang dapat mong bayaran.

After you are stabilized, you may be transferred — this does not cancel the underlying bill.
