Short answer
Match the complaint to the regulator that supervises the respondent. File against an online lending app or financing/lending company with the SEC โ its Financing and Lending Companies Department, through the I-Message Mo portal (imessage.sec.gov.ph) โ under SEC MC 18. File against a bank, e-wallet (GCash/Maya), pawnshop, or remittance agent with the BSP Consumer Assistance Mechanism (consumeraffairs@bsp.gov.ph or the BSP Online Buddy). File a data-privacy abuse โ contact-list scraping, unauthorized disclosure โ with the National Privacy Commission (privacy.gov.ph) under RA 10173. For most abusive-lender situations you file with two of these at once.

Who regulates online lending apps?
The SEC. Stand-alone online lending platforms are SEC-registered financing or lending companies, governed by SEC MC 18 (collection conduct) and MC 19 (app disclosure). File through the SEC I-Message Mo portal at imessage.sec.gov.ph.
Who do I complain to about GCash, Maya, or my bank?
The BSP. E-money issuers, banks, pawnshops, and remittance agents are BSP-supervised; use the BSP Consumer Assistance Mechanism (consumeraffairs@bsp.gov.ph or the BSP Online Buddy chatbot).
Where does a data-privacy complaint go?
