I was charged for a value-added service (VAS) I never signed up for โ€” what can I do?

Short answer

You should not be paying for it, and you can demand a reversal. NTC rules on broadcast and push messaging (Memorandum Circular No. 03-03-2005) require that promotional and value-added content be sent โ€” and charged โ€” only to subscribers who have given prior consent or specifically opted in, and providers must give an easy way to opt out later. In other words, an auto-subscribed 'VAS,' horoscope, ringtone, or 'premium' text service that you never opted into is not a charge you are obliged to pay. First, stop the bleeding: text the cancel or 'STOP/UNSUB' keyword for the service, or ask your provider to remove every VAS from your line. Then demand a reversal of the unauthorized charges from your provider and keep the reference number of your complaint. The exact cancellation keywords and refund handling vary by provider and service, so confirm them with your telco; if the provider refuses to remove or refund charges you never consented to, escalate the dispute to the NTC.

Frequently asked

Can a telco charge me for a VAS I never asked for?

No. Under NTC Memorandum Circular No. 03-03-2005, promotional and value-added content may be sent and charged only to subscribers who gave prior consent or opted in, and providers must offer an opt-out. A VAS auto-subscribed without your consent is not a charge you are obliged to pay.

How do I stop the charges right now?

Send the service's cancel or 'STOP/UNSUB' keyword, or ask your provider to remove all VAS from your line. Then demand a reversal of the charges you never opted into, and note the reference number of your request. The exact keyword and refund process vary โ€” confirm them with your telco.

What if they refuse to refund?

Escalate to the NTC. The NTC's consumer-protection rules cover billing and unauthorized charges, and the NTC handles disputes where a provider will not remove or refund charges the subscriber never consented to. Keep your complaint reference and dated bills as evidence.
