Can GCash or Maya close my account and keep my remaining balance?

Short answer
A provider may close or suspend an account under its terms, but your remaining balance is your money โ it cannot lawfully keep e-money that belongs to you just because the account is closed. Under RA 11765 (2022) you have the right to fair treatment and to timely handling and redress, so you are entitled to ask, in writing, for the reason for closure and the return of your funds. The provider can withhold release only on a lawful basis, such as an ongoing fraud investigation or an anti-money-laundering/court hold. If it closes your account and will not release a balance you are entitled to, that is a redress issue you escalate to the BSP.

Can they keep my balance when they close the account?
No. The stored value is your money; closing the account does not transfer your balance to the provider. It must return your funds, minus only lawful and disclosed charges, unless a lawful hold (fraud investigation, AMLA/court order) applies.
Do they have to tell me why they closed it?
You have the right to fair treatment and to redress under RA 11765, so demand the reason and the fund-release process in writing. A provider that closes an account and stonewalls on your balance is not meeting its consumer-protection duties.
What if they cite 'terms and conditions'?
Terms can allow closure, but they cannot override your right to your own stored funds or the consumer-protection duties in RA 11765. If a balance you are entitled to is withheld without a lawful basis, escalate to the BSP Consumer Assistance Mechanism under Circular 1169.
