Can an unpaid loan affect my credit record?

Short answer

Yes. Under RA 9510 (Credit Information System Act of 2008), banks, financing, and lending companies submit borrowers' credit data to the Credit Information Corporation (CIC), the government's central credit registry, so a genuine default can appear on your record. But the same law gives you the right to access your own credit report and to dispute wrong or outdated entries. A collector cannot "blacklist" you outside this legal system, and a threat of a fake "credit blacklist" or "CIBI hold" used to pressure you is a false representation prohibited by SEC Memorandum Circular 18 (2019). Can I see what's on my credit record?

Yes. RA 9510 gives you the right to access your own credit information held by the Credit Information Corporation and its accredited credit bureaus, and to have it corrected if it is inaccurate or outdated.

Can a collector put me on a private 'blacklist'?

There is no lawful private 'blacklist' that overrides the CIC system. A collector threatening a fake blacklist, 'CIBI', or 'NBI hold' to scare you into paying is making a false representation prohibited by SEC MC 18 โ€” screenshot it and report it.

How do I fix a wrong entry?

File a dispute so the submitting lender and the CIC correct or remove the erroneous data. Keep proof that the entry is wrong (receipts, a settlement letter, or the recomputed Statement of Account) to support the correction.
