Pawnshop Disputes: BSP Regulations and Your Rights
Pawnshops in the Philippines are regulated by the BSP under Presidential Decree 114 (Pawnshop Regulation Act). If you were underappraised, charged hidden fees, or had your item sold without proper notice, you have rights.

Ano ang gagawin MO NGAYON / What to Do TODAY
- 1Check your pawn ticket against BSP requirements
Pull out your pawn ticket. Confirm it has: BSP license number, exact interest rate per month, maturity date, and total redemption amount. If any of these are missing, photograph the ticket โ this is evidence of a disclosure violation.
- 2File a BSP complaint if fees or interest exceed legal limits
Contact the BSP at (02) 8708-7087 or file online at bsp.gov.ph. Include: pawnshop name and address, BSP license number from your ticket, the date, interest charged vs. legal cap (3.5%/month), and copies of your pawn ticket.
- 3Demand return of your item if sold without proper notice
If your item was sold without the required written notice, demand the item back or file for its value in small claims court. This is a breach of PD 114 and the Civil Code. A demand letter (which our Letter Builder can generate) is typically enough to prompt a resolution.
