Can my water be disconnected, and how do I dispute a high water bill?

Short answer
A water utility can disconnect for genuine non-payment, but only after the written notice and process set by its regulator and your service terms โ for Metro Manila (Maynilad and Manila Water) that regulator is the MWSS Regulatory Office, and for provincial water districts it is the Local Water Utilities Administration (LWUA) together with the local district's customer service rules. To dispute a high or wrong bill, file a written dispute before the due date, pay the undisputed portion or your average consumption, and ask the utility to investigate a possible wrong reading, meter error, or leak before the meter โ the contested amount is typically held while it investigates. If unresolved, escalate to the MWSS Regulatory Office (Metro Manila) or the LWUA and your local district (provincial areas). Deceptive billing may also fall under RA 7394 (Consumer Act).

Frequently asked
Who regulates my water provider?
In Metro Manila, Maynilad and Manila Water are under the MWSS Regulatory Office. Outside Metro Manila, local water districts are supervised by the Local Water Utilities Administration (LWUA), and your bill or the district office lists the dispute and reconnection rules.
Can I stop a water disconnection while I dispute the bill?
File your dispute in writing before the due date and pay the undisputed portion or your average consumption; utilities generally hold the contested amount in abeyance while investigating a good-faith billing dispute such as a wrong reading or a leak before the meter.
My water bill spiked โ what causes it?
Common causes are a hidden leak after the meter, a wrong or estimated reading, a tariff adjustment, or a faulty meter. Ask the utility for the reading and computation, request a meter check, and dispute the amount in writing if it is unexplained.
